Ummul Qura Calendar of Saudi Arabia

Ummul Qura Calendar is a civil islamic calendrical system used in Saudi Arabia. But this hijri calendar is used and referenced by many more muslim countries.

In the past, there had been controversies regarding this calendar. Many of them centraled on the discrepancy of the beginning of the month and the calculated position of the crescent (or new moon) at sunset in Makkah. It was not uncommon that the new month begins although astronomically the moon already sets before the sun sets. Another source of the controversy was the obscure nature of the rules used to design or to determine the dates in the calendar.

Such noted problems were becoming global muslim community concerns especially during the determination of religiously important dates for Eids, Ramadan and Hajj. And many astronomers

Since recently, however, the authority behind the Ummul Qura Calendar had proposed a new rule in determining the beginning of islamic hijri months. This new rule is regarded as astronomically sound in making sure that after conjunction the moon is above the horizon and sets after the sun as seen from Makkah, Saudi Arabia.

However, for the determination of the beginning of religiously related months such as Ramadan, Shawwal and Dhulqaida, the government of Saudi Arabia often changes the date according to moon sighting reports (or claims).

Qur'an says moon is created for Calendar
Sun and moon follow courses exactly computed:
"The sun and the moon follow courses exactly computed." (55:05)
Crescent moon as the standard to be used for reckoning of time:
"They ask you about the waxing and waning phases of the crescent moons, say they are to mark fixed times for mankind and Hajj." (2:189)
Sun and Moon to be used for reckoning of time:
"And He who made the night for rest and sun and moon for reckoning of time. This is the decree of the Exalted, the All-knowing." (6:96)
Moon is the measure of month:
"The number of months in the sight of Allah is twelve (in a year) so ordained by Him the day He created the heavens and the earth; of them four are sacred; that is the straight usage.......Verily the transposing (of a prohibited month) is an addition to unbelief: the unbelievers are led to wrong thereby: for they make it lawful one year and forbidden another year in order to adjust the number of months forbidden by Allah and make such forbidden ones lawful. The evil of their course seems pleasing to them. But Allah guideth not those who reject faith." (9:36-37)
Ordained orbits of celestial bodies:
"And the moon, we have measured for her mansions (to traverse) till she returns like the old, (withered, and curved-up like a sickle) date-palm. It is not permitted for sun to catch-up the moon, nor can the night outstrip the day; each swims along in (its own) orbit." (36:39-40)

It is a pity that, to this date, we Muslims are following Gregorian Calendar all over the world. We are not even thinking to have a Unified Islamic Calendar for the whole world.

When will we wake up to device an Islamic Calendar for the world?

Even before Muhammad ibn Abdullah [peace be upon him (pbuh)] became the prophet, it was well known practice of using lunar calendar by the Arabs and Ramadan was one of the month. It was well known that lunar months were either 29 days or 30 days. When Qur'an Ayah (2:185) was revealed, it said, "When you witness the month of Ramadan, fast for it". Islam prescribed Ramadan for fasting month, because fasting was prescribed for the Ummah even before, so that Muslims can obtain piety (Taqwa) and Qur'an was revealed in this month, so it was chosen for attaining Tqawa and fasting.
